NSF PIRE programs such as the International Research Program in Cognitive and Computational Neuroscience are intended to expose American students to world-class research and education taking place outside the US, so that they can incorporate a more diverse range of perspectives into their own work. As these developing researchers launch their careers, they will be prepared to seek further international collaborations, and incorporate themselves into the increasingly-connected international research community.

PICCS targets a number of European institutions engaged in research programs that provide ample opportunities for collaboration with a student's host labs at Georgetown and Howard universities, while allowing students to learn world-class research techniques, many of which are currently found only outside the United States.
